He can't revive actually. What can he do is only use the money and provide quest where the rewards are resurrection but only for a day.
The skill can be triggered if the person that die is within his territory.
It is not a complete resurrection and from what I remember he only did it once.

Yupp, this bear mom.
It took quite some time but he was able to help Oh Jeonjo and resurect her son but again it is only for a day.
