Sadly yes, maybe it isn't but I know dogs are incredibly loyal. My neighbour has a similar one a malnourished, a bit more and the bones will be see through and no matter what they still would go back to that house, they're malnourished to the point their dogs were stealing food from our dog. It's a sad one

You should report your neighbour for animal abuse, most countries have animal welfare authorities like the ASPCA in the states.
It's unfortunate because they probably already buried the dogs and the owner have connections
