Well, he's calculating, there's a lot of jokes and lots of moments where it's shown that he doesn't think and just rushes into a fight, but Cassian is quite smart.
He knows he's not strong enough to take revenge on those who killed him and Jeff. Additionally, before anything, he wants to know the reason why they had to be killed. You can't really take revenge when you don't fully understand what cause it in the first place.
So in the meantime, he's growing stronger, strong enough to take revenge, which is why he's constantly training. Meanwhile investigating all the leads he has through moros and the platinum disks to discover the truth.
So while yes, he's not actively taking revenge, he's thought long and hard on the steps for taking his revenge, and while it can be frustrating all these moments so far are beed for Cassians perfect revenge. Making the end to this much MUCH more satisfying than anything.
