He created that 'policy' himself, so nobody fights because of this immortality (back then, all vampires are immortals, but he turned them back into mortal vampires)
And since he's the only one who can turn someone into immortal, he can do whatever he wants and turn whoever he fancy to become immortal
So he turned Sophie, Allen's grand grand grandchild, into immortal just because he felt guilty for not be able to protect Allen 100 years ago

He can turn himself into dust or even burn himself into ashes but he just can't die
The dust or the ashes will eventually just gather around and formed again
