Maybe Emi was wrong about Towako in the photo. She wasn't suffering in hell. She was probably hallucinating or something.
Basically the last guy was right, she was just scared to be alone and left by her daughter, so she hallucinated that her daughter was in anguish and going to hell so she needs her mom with her, but when shown the photo and told that her daughter is smiling, we see that she really just didn’t want to be left behind and could not get over the death of the girl and her daughter didn’t actually go to hell.
