Yes he is, dude was made in gangster environment, he alone was becoming the new boss of the gang he was until Keith fucked him over, and he had to run to not be killed by the boss. So well, he is in character and a total nutcase (And Keith likes it). But Henry is just a pathetic man, he is leaning in Keith to get the files and gets possessive about him just because he is jealous now. At least Della is not a hypocrite yet.
