It does seem out of place, but later on we learn how he gets the system and why Seohan is included in his mission objective. We also learn more about the previous timeline.

As far as I've read so far, this guy (Woochan) might have been a shaman in another timeline or something else cause he is able to see someone's (usually tragic) future since he was a kid. You can probably tell what kind of childhood he would end up having.
Eventually, he gets involved with Seohan after some incident. I think this leads to his foresight evolving into the system or the system was just preparing his body.
For the other timeline, we learn more about what happens to those who formed Stardust and those who were eliminated in the competition as well as their connection to Seohan's accident.
