The roles are reversed with the top being the older divorcee and the bottom being the younger sad boi on the bench with the underwear on his head but what you described is exactly this.

I barely remember () but it was a japanese yaoi manga where there was a guy (top) sitting on a bench during a windy day and being sad ab something (??) and then suddenly a man's underwear lands on his face. He realizes that it flew off from one of the apartment balconies above him and goes up to give it back, finding out that the one living there was an older guy (bottom) around his 40's who recently got divorced and because of that was really clumsy doing housework, which included having his laundry fly off his balcony quite often. The first guy then decides to help him clean his appartment, then they become close and I don't remember how fall in love. The only other thinf I remember is that in the divorce flashback the older guy and his wife were just chatting quite normally, took off their wedding rings and as they chuckled said something along the lines of "it was good while it lasted". I remember this story was sooo sweet but just can't find it
