Yes it's still classed as work. If you read other mangas where characters are hosts, they have a separate phone for dealing with customers (usually only high paying regulars) and they get paid to take them out on dates, and sleep with them. ML in this doesn't sleep with his clients though so we good

It doesn't explicitly say he quit, which in these kinds of mangas they usually do, but the other host mangas I've read were the host sleeping with the women for the job, so them quitting was more because of that. Since he doesn't sleep with them, probably not an issue for them as a couple?
Probably not. It would be very hypocritical of ML to be upset that UKE may have sex with others for energy when he also does it, even if for work.
