Bibi was basically the dragons owner.
I assume that they were probably close more in the sense of either parent and child or brother and sister. I'm just guessing about the depth of their relationship though, but the context that leviathans have the maturity of children is what I'm basing my guess off of.
I'd assume that the official translation might have information left out in the unofficials or that we will get more details in future chapters.
