I don't think the weather God likes Cesare in that way, but I do think they both have a weird obsession with Jung-hoo for some reason. The weather god has some weird complex about keeping himself the only person Jung-hoo gets close to and I think Cesare hates that even tho he's a God of "love" *sneezes* bullshit *coughs* people prefer Jung-hoo over him.
We see Cesare's insecurity when he talks about how he tried to be intimate with Taejoo before sending him to Jung-hoo but each time he so much as touched him he was met with rejection. He hates how popular Jung-hoo is while he has to manipulate others by force to like him.
This is essentially mind control, which isn't cool.
