Personally I'm not religious but it definitely felt the way she's using their religion to gain control over them and also totally agree the way that they are portraying the nomads feels wrong. But oh well that's Korean authors right there.

She gave up on the idea, and resolved it by letting them return to the mountains as paid marshals instead. Just fyi. The process wasn't right but the results were.
