Why? She was mean and envious
Well— first of all, she's got two dudes manipulating her, and plus, it seemed like she truly wanted to get along with Navier.. She has no way of winning for her when she's literally manipulated or sumn. And plus, sivoshiu(?) was literally encouraging her actions when she's completely uneducated cus of her past. She was simply driven by her strong desire of comfort and to feel like she belongs somewhere. Well— that's just how I see things tho ┐(´ー｀)┌ . It just depends on how people see things tbh.. it's just a matter of perspective..
She had her chance to change, before everything started.
She ALWAYS wanted Navier place, she TORTURED people for NO REASON.
SHE WAS A BAD PERSON.
And the manipulation was no excuse for her behavior.
She ALWAYS proved how evil she was.
Just because she regretted in the end, doesn't mean she was a innocent soul, or a victim.

ALSO!!! she still hated navier even when NAVIRR WASNT EVEN QUEEN ANYMORE her envy never ends with the true navier… the only navier she liked was her weird delulu fantasy one (￣∇￣")

Well... she still can have her feelings for Rashta.
There is a lot of people in the fandom that LOVES HER, besides everything she has done and see her as a victim.
In my opinion she started as a victim and then became a victimizer.
