It is a Foley catheter. They inflate a bubble inside the bladder that keeps it from being taken out and helps drain the urine thru the tube out. It goes thru the urethra into the bladder. They use them in hospitals and in surgeries with unconscious patients to keep the bed clean.

If you try to pull it out it can cause great pain and tear the urethra apart with the inflated bubble. It is meant to stay in place until the bubble is deflated by using a syringe filled with water.
