Yeah that's true. The part "you're only 18 yourself" I think that's Tetsuya saying to the girl who before called Tomo a child. So yeah, they are 10 years apart.
But honestly I wouldn't call it grooming either way because for that Tetsuya didn't do as much. Paedophilic you could say because of the age difference and the fact that Tomo was only 15. But for grooming he would have needed to do some more shit than just letting him ride on his backseat.
