I feel like the third mugo isn't really a child, just a neurodivergent guy lacking real life experience, and since the other two mugos didn't know how to deal with him, he popped out the least amount of time, which contributed to his lack of experience. It's like babying neurodivergent people thinking that is what's best for them/that'll help them the most, when really they need a dose of reality to develop their character just like any other human being :p
