The answer is probably a power imbalance, like how the ability to control Time can trump other abilities, Lust probably has more strength than Death does. Also it's true that we've seen them use powers due to strong emotions but in those cases their powers aren't targeted at specific individuals

Cesare has the ability to manipulate people and he's been using those powers much longer than Taejoo has even known he himself is a God. When you pit someone who has been practicing, racking up exp and levels for an easier visual for your dumbass, against someone who has only recently learned they have powers ofc Taejoo is gonna lose out.

Not to mention the more Cesare manipulates and abuses Taejoo the stronger his hold is becoming. The only thing that is going to break the hold is when they eventually do find out Cesare is a God or if Taejoo learns a way to kill someone long-distance doing DoT ((damage over time)) to kill him off without getting close enough to be controlled.
