I swear Yama only does it on purpose to rile up Geumsun. They have never liked each other.
And I agree with Mynx. Yama does everything for a purpose. He kept 704 as a reaper because he knows it will give Geumsun the drive to chase down Hwan, thinking he can get his memory back.

I think even when it was old period yama said pretty boy to 704 and about him being reaper... it was 704 decision and yama just went with it cuz he himself is unsure on whats the best outcome so i dont think it was for blue hair boy... yama left it in hands of fate
