From what I understood, Peter wasn't gray...when Victor killed Peter, Van made Betty to spread rumor that the one Victor killed was a gray and a spy from that district (you know forcanium (?))
I mean Peter was director of the forcanium health centre, there's no way he'd be a gray and...even if he met Ian as gray that must be because he applied dtr (just my speculation tho) to remove his tatoo
