I feel the wreath is a good way to show off to nobles and set-up for his lil mistress plan, but this is just mostly him being jealous that another man gave her a wreath... even if that man is her brother. The guy eats salt for breakfast lunch and dinner and his neurons are suffering for it.
The brother realised that the crown prince is trying to kill her sister's husband in order to make her his mistress (the only issue with the wreath is that the crown prince is showing that he is interested in her which can lead to misinterprestation from other people, it can also be a warning from him to her and her husband)
to add on to what the others are saying. i think the wreath is also important cause, as ines said, the nobles beleive true love only happens through affairs. if he gave the wreath to ines it would look like they were possibly an affair couple and were the ones actually in love - while carcel is just delulu about ines. if carcel died then it would simply be him getting out of the way for the "true lovers"....obviously such bs but the nobles seem to eat that dumb sht up lol
