Idk what exactly are you referring to, but Peter is the same person, the one who tortured the people in the hospital, and the one who tortured Victor as well, Ian doesn't know that "his friend Peter" was the person who did all those horrible things, because Peter had this facade of being "a person who escaped from the hospital too", to gain Ian's trust and Peter gave him "something" he needed to hide, but then Peter was killed (I hope this helped)
I am confused is that peter the same person who took ian eyes ? Then why is he reminiscing over his memories all the time .
