I think is more like since "the power is sacred" she cannot use her power to do anything harmful because something bad will grow of the power BUT if she use money and the power of the nobles and her influence it does not affect the sacred power (I don't know is just a theory)
omfg I don't mind the concept of pure heart to make the sacred power works but don't say she has to forget about the revenge to stay kind hearted???? I'll riot
