It basically causes someone to spill their guts and say what's on their mind, no filter. Since he usually targets vulnerable women, he's able to manipulate them by acting sympathetic to their insecurities/worries.
They seem to have cut it from the manga, but he actually uses it on FL at one point, expecting her to say how miserable she is out on the frontier. Instead, she starts gushing about how she's enjoying life and is grateful to be married to Nazel.
