he always thought he was gangster though ? he questioned him on being an undercover agent or cop and then left, so he clearly knows something is up and he thinks he’s only playing a role in his plans

yeah, he thinks he's some low level agent or something but he knows he isn't just a gangster. he thought jake was like some gangster who went through hell (growing up wise) like he did but he finds out he's actually some kind of cop. he just doesn't know to what extend he's a cop.
