no he isn’t. this is clearly fan art of the drawing horikoshi made of pre-timeskip deku in mirko’s costume, and he looks exactly the same as he does as a teenager in the manga. u dont get to draw a minor character exactly how they appear in the series they’re from and just say “oh actually they’re aged up so it’s fine!!” this is OBJECTIVELY art of a sexualized minor and adult. if u wanna ship this stuff thats ur choice, but don’t lie and act like that’s not exactly what ur doing
