Given that he's a prince, I wouldn't be surprised if he's just talking to them out of courtesy/political bs.
He did look back at her in one of the panels, so it's likely he has a crush on her but is just nervous or shy to speak with her.

Hggffff please tell me the red haired guy on the cover is the ml, if not, I might not read(unless the prince has an actual reason for behaving like an ass and the whole cheating thing was a misunderstanding(like he was too shy to talk to mc and was getting advice from other girls or something.
