So the relationship bw the grand duke (black wings) and MC is now rocky because in the very beginning, MC fell in move with the duke. He confessed his feelings and the duke kinda shot him down real bad which led to MC abandoning his empire. When he came back the duke seemed to not really remember that happening and thinks MC just dropped them randomly. So monocle man just said that in order to slow the progress of MC's empire, they needed to create a rift between the duke and the MC (upon which their empire's progress is dependent.) That means the duke never actually shot the MC down and in fact, probably also loves him back, but his response was changed by monocle dude
