I view it at this point as which is better, war in maybe 5 years? Or war pretty much immediately? The first option gives them time to prepare, although given the complete incompetence of the crown prince killing the psycho second prince in secret would have probably been better. Herge was worried since their enemy has a strong military, whereas their kingdom only won cuss of Shaun and herge's group. They've not made enough progress yet to take over the government and subsequent military. As strong as they are the ravens can only do so much without bolstered numbers. Although tbh I'm also pretty sure the author might have not thought that deeply about it.
Stupid is a harsh. Right now they are on the border only with House of Targael's army, if they kill Balhar now, war will break out immediately, because Haglathan has reason to attack with their whole imperial army vs Targael's knight. This is instant defeat even for them--and crown prince and Duke Seraph will get what he want aka kill Shaun and eliminate Targael.
So they have to negotiate to buy time, get rid of Duke Seraph, and when war break out make the crown prince give him the commandor-of-chief and the imperial armys.
The last chapters are all about this, if you cant even understand might best to drop it imo
