I imagine it's a lot like the system they have in place in PSYCHO-PASS.
Some people are asymptomatic because they believe that everything they are doing is correct even if it's murder, while others are deemed latent criminals at the age of 5 for just being too aware of what is going on in the world.
Damn, I didn't think Psycho Pass reference here! But yeah that's a lot like what I'm thinking.
Ah... He is indeed an accomplice in a sense. Plus he feels guilty about his feelings. So maybe that's why he's seen as a bad person.
What if the gauge tells you how bad a human is based on his/her awareness of their own deeds?
