Rain is good luck a lot of places because it helps things grow, I’m not sure how “seeing a spirit” is considered good luck, but I’ve seen it in multiple Korean webcomics that seeing a ghost on set means that the project is a success
In our area, it's considered an auspicious event to have rain coincide with a ceremonial event (cutting ribbon, start of school, graduation, etc) because it is believed that the heavens are sending their blessings.
Ofc, if it's accompanied by strong winds, lightning and thunder and storm surges, it's the opposite and we scurry back inside. ╮(￣▽￣)╭
