u answered ur own question i hate the empress too but if the emperor does something to the empress a coup d'état is very likely to happen and not only will he have lost his daughter, but he would end up losing his son too, this would happen because she has an astounding amount of support from the nobles. plus, the emperor is not able to prove she killed his ex wife, he can’t throw accusations like that even if he knew it happened
My thing with these kinds of stories is like... of you KNOW who killed your wife and you are 100% certain. Why not just execute the second wife there would have been some backlash but realistically YOUR THE KING nobody is about to do anything. At least not immediately
