I THINK they were lovers at some point or maybe just liked each other? Not sure the reason why the brother hates the cop now is explicitly explained. But I think it might have to do with why he hates all Joseon things. Because the older brother is only half brother and he is illegitimate and their dad used him to protect the younger brother and made it clear the older brother will not inherit the family title. And since the family always took in Joseon people for some reason, the older brother started hating them. That is why the older brother forbid the younger brother from learning the Joseon culture. The older brother really changed after he and the cop (when they were young) overheard the dad and his wife talk about how he was just a tool to them to help protect and be a companion to the "legitimate heir"

I think the lover of the older brother killed his little bro. I think he is also a member of the joseon clan that wants to get rid of the japanese. He definitely works together with the dude with the scar and i woudnt be surprised they have a relationship.

I think the older brother killed him in a fit of rage and his brain is protecting him by making him forget. I think the brother's lover might actually care for him so he is try to hide the evidence.
