They're not. Jian Yi confessed and was essentially rejected at that time; since then, XiXi has either developed feelings for Jian Yi as well or has acknowledged previous feelings he might have had (I think it's a debatable subject, but anyway). The two of them have not, however, ever talked about it after the fact or taken their relationship any "further" than it already was. Jian Yi has always been touchy-feely and kind of a pervert (as in making dirty jokes about XiXi and stuff), so their current behaviour and closeness is by all means "normal friendly behavior" between each other... even though it's kind of absurd.
They *are* the first couple and are definitely meant to have a relationship in the future... but how long that's going to take is kinda up to Old Xian. I mean, iirc even the chapters that take place when they're adults, after Jian Yi has come back (from being kidnapped), don't really specify their current relationship.
