I truly understand both sides to this. Garam has major trust issues from his past, and considering Jaehyuk's history, it's not out of the character Garam knows for him to do something like that. On the other hand, this is Jaehyuks first real love, and after he did all that shit in the beginning chapters, he probably doesn't feel like Garam forgives him, so hearing his bf not say he loved him might bring up some feelings of forcing the other into the relationship.
