The author has CONFIRMED in the second season's epilogue that Mi-rye is the "top", but that they won't draw 19+ side stories. The author doesn't even care that half of the fandom doesn't like it, because they doubled down on twitter after that epilogue came out. It was never translated to English btw so you'll have to search for the raws.
