No, it's not the power and glory of being the empress... she feels a responsibility and dedication to the people. She also is the star of ishtar ( or whatever that was ) and supposedly she brings peace and contentment to the people as the empress. It's clearly not her love of the emperor, and she only uses her position to help the people. I think she has lived believing this was the way to accomplish the job she feels born to do, but I think she will find she can accomplish it another way.
I'm with you too, I don't blame her. She doesn't even seem powerless she is in a bad position her love for her people is too great, she feels indebted to them for her role as the star. I really hope that ml gets to have her imprint or she gets the imprint but seeing as this seems as a slow burn it's gonna take at least 100 EPS before we even see them together
