He will see sejin as romantic partner but it takes time. After sejin mom died and sejin showed his interest (love) to seju, seju become really strict and sejin learned how to hide his feeling. I mean seju already said himself he need sejin in his life and he doesn't want sejin to hate him because his gangster work. Mostly maybe, because seju doesn't want to dissapoint sejin, if sejin find out seju literally kill people, sejin might hate him. So seju tried to draw hard line, but sejin keep crossing it.

The story is progressing slowly in span of 1.5 years to 2 years. Korean update their age every 1st January (not during birthday).
Sejin mom knew that Seju helped them because Sejin remind him of Hyein, that's why she was shameless.

5 years passed (seju joinned gangster at 25yo/5years ago), now Seju is 30yo (chapter 1)

2 months later, the surgery was cancelled because cancer already spreading and advanced to stadium 4. Sejin told mom that he likes seju, mom said she knows.
Mom moved to hospice ward.
2 days before she dies, she told sejin to never disobey seju and call him hyung sometimes (??? She should have told him to respect seju, she is spoiling sejin made him very disrespectful)
29 December, mom died. Sejin is conflicted whether he hates seju or loves him because he hates how his mom died working for loan shark to pay debt they didn't even borrow. Seju gave him cold truth that what shinsha capital does is asked his mom to work as staff (not brothel or selling organs), and if it's not because of them his mom will never even try to cure the cancer (sejin still doesn't know it's all paid by seju not shinsha capital/loan shark).

Mom left letter to seju to take care of Sejin (???) Mom has insurance, she asked seju to take care of the money and not let her husband take the money away from sejin.
1st January (seju 32yo, sejin 20yo/adult) seju left for gangster work.
Seju came back after over a week of disappearance. He found sejin slept curling holdings all of his clothes. Seju finally realized Sejin loves him and he thought it was too much. He was like : why me

Seju returned but he drew hard line, and tried so hard and tried not to show too much affection. But seju already loves sejin (familial love okay), he thought sejin was lovely child, so seju kept doing what he always does like stroking his hair or cheek.
