18 to 19 is neither adult nor kids. They are at an age where they are the most unstable maturity wise due to hormones etc. Additionally, 17 year olds do get into university. Also, high school kids do visit universities they are interested in, to check out the environment.
In this scenario, a 26-27 years old sanitary worker, peeping into the stalls, approaching these people for sex, and outright sexually assaulting some is basically an adult preying on kids. People are more stable than anything maturity/hormones wise at 18-19 because they've already experienced that growth change. The only thing about 18-19 is the fact that you now have to put your big boy/girl pants on and gain adult responsibilities/independence.
So with this information you're trying to feed us I'm gonna assume it's because you're still a minor yourself and you haven't grasp the concept of what it is to age and mature, along with the person agreeing with you. As per WHO, ages 10 to 19 is considered Adolescence. Yes, the peak time for hormones is 15-18 in most children but not everyone is the same. There are children who physically mature faster and others who mature slower. And, the body still has these hormones at age 19-20.
Just because they crossed the age of 18-19 (which is typically the legal age in most countries) does not automatically (magically) instill mental maturity in them. Also, as you said this is the age where they start taking on more responsibility and hence they have changing priorities. Change, for most, leads to instability, not stability!
