He didn't. In chapter 42 of the manhua, the ppl are already being "sorted out" as to who goes in the Main city nad survives and who will stay in District 6 and basically gets bombed. One of the requirements is to have NO CRIMINAL RECORD and Poet has one. He had been imprisoned for life, remember? So he doesn't meet the requirements to survive the bombing.
