Definetely soft, but in a different way, since most "man boobs" you'll see (either in pics or manga like this) are there because of defined pectoral muscles. It can be more or less soft, depending on the person's fat to muscle ratio, but the fact the guy's pecs are defined usually means they've built enough mass for them to be on the softer side already. If the "boobies" are there by (only) excess fat in the area, tho, it'll be much the same as a cis woman's, since "boobs" are generally just a lot of fat.
