Yeah I was feeling the same thing, like, Lionel being the way he is would NEVER of actually made the Dutchy better even before the Empress told him to. I mean, he wasn't doing a good job to begin with--but still. Like what you said, it felt more like because of the way he is she had no other choice than to make such drastic measures for him to actually even attempt at it. We'll see eventually tho!
I can't tell if the empress is evil, like she seems like a decent person until she said that lionel will die if his territory doesn't flourish within 7 years. I also hope the crown prince and lionel make up, they were so cute in that one panel
