if i recall from past chapters, the duke likes twinks with blonde hair and green eyes so the guy in the bed is one of many (unfortunate) twinks that the duke likes to bed
the guy with the grey hair and abs calls the duke out on it too in past chapters lol like "you like any regas' that resemble the king's true regas (blonde hair green eyes) so you cant say sht"
