Yes, New Mexico --- & "indians" used to be a common place label for native americans/indigenous people in America. I'm not sure how it's perceived in indigenous communities today, but I've generally been taught that it's offensive due to it's origins & historical use.

Amerindians is pretty appropriate to use but sticking to Indigenous is better. Indians isn't correct because they're not from India. Some Natives use it but even then, it isn't correct so I guess it's just habit on their part

Chay is based off of the Apache tribe that lives in New Mexico. He’s indigenous American, not Mexican. They say several times in the manga that he’s Native American

They are Native Americans aka Indigenous people who live in the state New Mexico in American. Native Americans are called Indians, but aren’t actually Indians. Just like how Mexicans are called Spanish people when in actually Spainish people are from Spain and Indian are from India.
