Yes. But the choking game is what sent him over the edge. Before that he was fascinated by the idea. But after that, he got an obsession. Possibly due to his psychological lack of empathy and the sudden rush of adrenaline in the choking game. Although Uruma shouldn't be blamed, his actions did cause this mess in the end.
