I agree. I believe that for her powers to work she need to wish people good luck. That is why her wishes and prayers work. If she want it to go well for people it will and they will have good luck.
I however hope they will comment on how insanely powerful her powers are. She made the weather change by wishing for it. That's insanely powerful.
I think that even if they happen to bring her back to their Leroy domain it's unlikely for it to still rain. I think there's another criteria for letitia's power to work. I believe it requires letitia to actually have strong feelings of affection or deeming the people as someone she genuinely cares/likes before, the 2nd part that matters, which is she needs to be in the area for the power to come into effect. For her to actively use her powers, she must need something from the bottom of her heart and be desperate for the "good luck" to come into effect
But that's just my opinion based on observing
