Because there’s different levels of betrayal. Imagine seeing your bf sleeping with some random person vs your bf sleeping with your family member or best friend. One is feeling betrayed by just one person, and the other is feeling betrayed by two and the family/friend feels like they knew you longer.
(Obviously the bf didn’t willingly do that, I’m just saying how there’s differences in how it would feel).
I’m almost certain it’s the guy with the blue jacket and not the brother. I’m guessing that the Seme is planning to manipulate the Uke by making it seem that his Sunbae is a cheater. So the Uke will initiate the break up and go back to his brother.
I feel bad for the Sunbae though…

In one of the panels, the guy in blue jacket was wearing a white shirt underneath.
The Uke also mentioned that the Blue Jacket guy was acting strange. He was uncooperative, and yet suddenly he wanted to take part on the project and help the Sunbae.
Also, the Uke noticed how they were rushing to leave.
So, I’m betting on the blue guy either being hypnotized as well, or just horny since Sunbae was obviously hypnotized (probably to lure the other guy to sleep with hin).
