I mean I like Cirrus but...

Let's be honest, he messed up. He messed up big time. He's definitely selfish. His life growing up was indeed a mess but that's no excuse to hurt the people who're trying to help him.

Because he has never experienced loving and being loved he clings to what little he can get and lies and betrays the people around him. He does have some redeeming qualities but that's not enough to make a relationship work properly. He definitely needs to work on his issues.

Ri-in has been his friend since childhood but being told that she was used and the fact that he didn't even try to clear up a misunderstanding with Chan-il when he was clearly involved, while also burdening her with the info about Skylar, was a dick move. He's running away from every thing and isn't trying to make anything right.

About Skylar... He isn't able to understand Cirrus at all. He tried to but his own issues and Cirrus's personality has been burdening him for a long time. I honestly think they need some time apart to work on their own issues before getting into a relationship with each other.

to be fair he is a mentally ill high school student, which like you said does not excuse his behavior but explains it. He's given up on everything except candy and like im pretty sure if he didn't have her he'd be suicidal.

Indeed. He needs help from a stable person or a pro. Skylar has his own issues while also not able to trust Cirrus fully. Hence why I think they aren't suitable for each other right now.
