You forgot that it's a gideverse story and he is literally on breaking point to not recognize anyone else but his guide ie. The only one who can keep him from essentially dying. So no it's still not totally consenting and just mean on the guide's part, to add insult to injury the esper also has trauma from rough relationship sex with his ex. I do agree that it is not totally consenting because all prior procedures such as Taegun's agreement that in case he badly needs it due to dire health circumstances, guiding through intercourse happens before the intercourse itself and things can be unconsensual in the middle of it.
However, I do believe that Eunsung would not have done this if Taegun doesn't need it in his current state (aka deteriorating health again) because Eunsung is currently not in an emotional state where he can guide someone professionally. Clearly, he's being so unprofessional for letting his feelings manifest in his work in this chapter.
