Either she is or she's the reincarnation of the first reincarnator. Basically the gods summoned an other worlder 1,000 years ago and was reborn as half dragon & fairy. There's also possible that the reincarnator is her kid cuz they have similar color of soul.

I think so too. Maybe the dad isn't simply just a human. From this chapter alone, the Fairy King was surprised that someone broke in to his barrier and that someone knows the backstory of his daughter (possibly Callia's dad)
