Those were sedatives to put him to sleep not to make him high and fuck his system up like Brandon did, also i think Jin never explicitly told matthew about Brandons deeds and drug abused past, so Matt might not know the gravity of jins suffering with drugs, Matt was told to stall jin and that kind of helped the subordinates to handle the internal betrayers. The situation though was messed up.
I genuinely cannot express how heartbroken I was when I saw Jin cry and feel how betrayed he felt to the point I almost believed he’d never forgive Matthew. That scene was so hard to watch especially because it also felt like Jin lost his long lost sense of purpose in life. It was a crucial element to involve towards the end but maybe not in this way. I would’ve preferred to see something else that didn’t involve drugging Jin. It just didn’t feel realistic because Matthew’s character would never do such a thing, he knows just how much Jin despises drugs and we as the audience understand even better just how much drugs have affected Jin’s life. It ruined some of the plot for me, it just didn’t feel authentic. Please I need to see more people talking about this
